ICAO Compliant Photographs for Passport Applications
Requirements of Documents related to Passport Services offered to Indian Nationals
- Any change in laminated pages of passport would require to apply for a fresh passport booklet.
- If an applicant is married, he/she has to include his/her Spouse name in passport, for that Marriage Registration Certificate is must. Concealment of marriage is an offence.
- For change of name in the passport, applicant has to provide either
- Newspaper clippings for change of name in the passport OR
- Name change Gazette notification published in the Union/State Official Gazette
- Timings for submission of application and collection of services from Sunday to Wednesday:
- Timing for submission of application: 09:00 to 1200 hrs.
- Timing for collection of services: 14:00 to 16:00 hrs.
- Apply online via https://mportal.passportindia.gov.in/mission
- Register to create your log in credentials (Username and Password) and verify by clicking on the link received in your e-mail provided by you to activate your registration. Please select country as ‘Libya’.
- Once your registration is activated, login to apply. [Activation is quick process]
- Take print out of the online submitted application.
- Visit Embassy of India at 45 Al Shatt Street, Zawiyat Al-Dahmani, Tripoli, Libya (Near Libyan News Agency) to submit 1 (One) copy of the signed application, in original, along with the following documents:
- Self-attested copy of an Aadhar or a PAN Card or an Indian driving license. (Original to bring for verification only)
- Self-attested copy of valid Libyan visa/work permit.
- If valid Libyan visa/work permit is not available, please submit application stating reason(s) thereof and a guarantee letter from your company on its letterhead that it will get the work/residence (Iqama) on the renewed passport.
- Self-attested copies of passport's first two and last two pages (Original to bring for verification only)
- Self-attested proof of residence in Libya.
- Two (2) photographs ICAO-compliant (guidelines attached) and a soft photograph to be e-mailed on cons.tripoli@mea.gov.in .
- Fee and ICWF charges, as per Fee Structure for Passport Services, to be paid only in cash in Libyan Dinar.
- Any other document as specified by the Consular Officer.
Note: Original passport/documents will be returned immediately after verification. Embassy of India will not be responsible for safe custody of original documents.
- Apply online via https://mportal.passportindia.gov.in/mission

- Self-attested copies of passport's first two and last two pages (Original to bring for verification only)
- A self-attested copy of the Birth Registration Certificate issued by the Embassy and the Birth Certificate issued by the Libyan authorities concerned if born in Libya along with legal English translation duly attested by Ministry of Foreign Affairs, Libya. (original to be shown for verification).
- Annexure D to be signed by both the parents and presence of both the parents or either parent with passports of both the parents at the time of submission of application; OR Annexure C in case of single parent or the other parent not available for reasons mentioned in para III of the Annexure.
- Self-attested copies of both parents’ passports - first two and last two pages -including all the pages of observation (if any), made by the Passport Issuing Authority. (original to be shown for verification).
- Self-attested copy of valid Libyan visa of the minor
- Self-attested copy of valid Libyan visa/work permit of both parents
- Self-attested proof of residence in Libya.
- Two (2) photographs ICAO-compliant (guidelines attached) and a soft photograph to be e-mailed on cons.tripoli@mea.gov.in .
- Fee and ICWF charges, as per Fee Structure for Passport Services, to be paid only in cash in Libyan Dinar.
- (xi) Any other document as specified by the Consular Officer.
Note: Original passport/documents will be returned immediately after verification. Embassy of India will not be responsible for safe custody of original documents.
- Apply online via https://mportal.passportindia.gov.in/mission/ selecting ‘damaged passport’ option and take print out of the online submitted application
- Visit Embassy of India at 45, Al Shatt Street, Zawiyat Al-Dahmani,Tripoli, Libya (Near Libyan News Agency) to submit 1 (One) copy of the signed application, in original, along with the following documents:
- Self-attested copy of an Aadhar or a PAN Card or an Indian driving license. (Original to bring for verification only)
- Self-attested copy of valid Libyan visa/work permit.
- If valid Libyan visa/work permit is not available, please submit application stating reason(s) thereof and a guarantee letter from your company on its letterhead that it will get the work/residence (Iqama) on the renewed passport.
- Self-attested copies of passport's first two and last two pages (Original to bring for verification only)
- Self-attested proof of residence in Libya.
- Declaration stating how and where the Passport got damaged (Annexure "F");
- Two (2) photographs ICAO-compliant (guidelines attached) and a soft photograph to be e-mailed on cons.tripoli@mea.gov.in .
- Fee and ICWF charges, as per Fee Structure for Passport Services, to be paid only in cash in Libyan Dinar.
- Any other document as specified by the Consular Officer.
- Apply online via https://mportal.passportindia.gov.in/mission/ selecting ‘Lost/Stolen’ option and take print out of the online submitted application.
- Visit Embassy of India at 45, Al Shatt Street, Zawiyat Al-Dahmani,Tripoli, Libya (Near Libyan News Agency) to submit 1 (One) copy of the signed application, in original, along with the following documents:
- Self-attested copy of an Aadhar or a PAN Card or an Indian driving license. (Original to bring for verification only)
- Self-attested copy of valid Libyan visa/work permit.
- If valid Libyan visa/work permit is not available, please submit an application stating reason(s) thereof and a guarantee letter from your company on its letterhead that it will get the work/residence (Iqama) on the renewed passport.
- Self-attested copies of passport's first two and last two pages (Original to bring for verification only)
- Self-attested proof of residence in Libya.
- Declaration stating how and where the Passport lost/stolen (Annexure "F");
- Copy of police report stating the circumstances in which passport is lost or stolen;
- A letter from the employer on the letter head of the organization, if working and residing in Libya, stating that the applicant was employed with them and duration of his/her employment.
- Two (2) photographs ICAO-compliant (guidelines attached) and a soft photograph to be e-mailed on cons.tripoli@mea.gov.in .
- Fee and ICWF charges, as per Fee Structure for Passport Services, to be paid only in cash in Libyan Dinar.
- Any other document as specified by the Consular Officer.
Registration of Child Birth: Apply for e-SEWA Indian Consular Services portal: https://indianconsularservices.mea.gov.in by selecting ‘country’ as ‘LIBYA’ and upload the required documents. An applicant has to first register on the e-SEWA portal.
(A) An online application has to be made on https://indiancitizenshiponline.nic.in/ . Click on “Registration of birth of a minor child at an Indian Consulate under section 4(1) of the citizenship act, 1955 fill the form and upload photo and signatures as per instructions. Form 1 is the correct form. Print the online submitted application form to be signed by both parents.
Note:- An undertaking from both the parents, duly signed, that child has not taken foreign nationality is to be enclosed. There is a column in the form Part II (column 9, 10 and 11) where both the parents have to sign and write their names below their signatures in front of the Consular Officer;
- Present Address means address of your stay in Libya
- Both parents must visit the Embassy at 45, Al Shatt Street, Zawiyat Al Dahmani, Tripoli (Near Libyan News Agency) to submit the online application form along with the following documents:
- A copy of birth certificate issued by Libyan authorities along with legal English translation duly attested by Ministry of Foreign Affairs, Libya;
- A self-attested copy of both parents’ passports (first two pages and last two pages); original to bring for verification.
- A self-attested copy of Libyan visa/work permit of both parents;
- Self-attested proof of Residential address in Libya;
- Self-attested copy of Marriage Certificate duly stamped and signed by the competent issuing authority of the marriage and attested by Ministry of External Affairs, New Delhi. Original to bring for verification.
- Original passport/documents will be returned immediately after verification. Embassy will not be responsible for safe custody of original documents;
- In cases of registration of Birth after one year of age, the reason for applying late in writing must be given in an application.
- Any other document as specified by the Consular Officer.
- Fee for Birth Registration as applicable to be paid only in cash in Libyan Dinar.
(B) Once the birth registration is done, it is mandatory to apply for an Indian passport for the child. Apply online via https://mportal.passportindia.gov.in/mission/. Take print out of the online submitted application and submit it, in original, duly signed by both parents [child’s thumb impression (left thumb for male & right thumb for female) should be affixed in the signature box] along with the following self-attested documents:
- Annexure D to be signed by both the parents and presence of both the parents or either parent with passports of both the parents at the time of submission of application; OR Annexure C in case of single parent or the other parent not available for reasons mentioned in para III of the Annexure.
- A coloured copy of birth certificate issued by Libyan authorities (English legal translation) duly attested by Ministry of Foreign Affairs, Libya; (original to be shown for verification).
- Self-attested copies of both parents’ passports - first two and last two pages -including all the pages of observation (if any), made by the Passport Issuing Authority. (original to be shown for verification).
- A self-attested copy of the Birth Registration Certificate issued by the Embassy. (original to be shown for verification).
- Two photos ICAO-compliant (guidelines attached) and a soft photograph to be e-mailed on cons.tripoli@mea.gov.in
- Fee for issuance of Passport as applicable to be paid only in cash in Libyan Dinar.
- Any other document as specified by the Consular Officer.
Note: In case one of the parents happens to be a foreign national, a certificate from the Embassy of the foreign country on its letterhead stating that the child has not been registered as their citizen and not issued any passport, must be submitted.
- Apply for issuance of Emergency Certificate (EC) on the website: https://mportal.passportindia.gov.in/mission selecting ‘Emergency Certificate’ option and take print out of the online submitted application.
- Visit Embassy of India at 45, Al Shatt Street, Zawiyat Al-Dahmani, Tripoli, Libya (Near Libyan News Agency) to submit 1 (One) copy of the signed application, in original, along with the following documents:
- Written application mentioning the reason for applying an EC; Self-attested copy of an Aadhar or a PAN Card or an Indian driving license. (Original to bring for verification only)
- Self-attested copy of valid Libyan visa/work permit.
- If valid Libyan visa/work permit is not available, please submit application stating reason(s) thereof and a guarantee letter from your company on its letterhead that it will get the work/residence (Iqama) on the renewed passport.
- Self-attested copies of passport's first two and last two pages (Original to bring for verification only)
- Self-attested proof of residence in Libya.
- Declaration stating how and where the Passport lost/stolen (Annexure "F");
- Copy of police report stating the circumstances in which passport is lost or stolen;

Note: Issue of Emergency Certificate is intended for one-way travel to India only and results in cancellation of existing passport of the holder. On arrival in India, he/she will have to contact the concerned Passport Issuing Authority in India for issue of new passport.
The above guidelines are indicative and there may be further requirements for specific cases.
