Good Evening, Ramadan Kareem,
Allow me to begin by thanking you all for taking out sometime to be part of this ITEC Day celebration.
ITEC – Indian Technical and Economic Cooperation Programme is the leading capacity building platform of the Ministry of External Affairs, Government of India. It was instituted over 6 decades ago in 1964. It is one of the oldest institutionalized arrangements for international capacity building and development partnership.
So far, over 200,000 officials from around 160 partner countries in both civil and defence sectors have been imparted trainings. Nearly 400 courses at 100+ eminent institutes in India are offered every year to over 8000 officials from friendly countries. These courses are fully funded by GoI and cover different steams including:
Audit, Accounts, Banking and Finance;
Agriculture, Food and Fertilizers, Irrigation and Water Resources;
Information Technology, Cyber Technology, Emergent Technologies, Engineering Technology, Telecommunication, Artificial Intelligence, Crime Investigation Methods, Technical Courses;
Education, Teachers’ Training, English Language, Media & Journalism,
Human Resource Development & Planning;
Environment and Climate Change;
Management and Leadership, Quality Management, Project Management, Small & Medium Enterprises, Entrepreneurship, Vocational Training, Government Function;
Power, Petroleum, Renewable Energy, Alternate Energy;
Healthcare, Quality Control of Drugs & Yoga;
Textile;
Rural Development and Poverty Alleviation, Urban Planning, Sustainable Development, Women Empowerment; and much more.
Apart from regular training programmes, India also responds to country specific requests for training in specific areas of governance by organising training programmes which are designed as per the requirements of the partner-country and delivered by leading institutes in India.
Moreover, ITEC On-site is a customised capacity building training programme which is imparted in the partner-country by deputing Indian experts and trainers to that country. ITEC On-site is offered when a significant number of participants from a single country are to be trained on a particular subject.
I am happy to mention that since the opening of Embassy of India in N’Djamena, we have been sending officers from different Ministries to India for short-term training programmes. Under Government of India’s capacity building assistance, 20 short-term training slots have been utilised by the Chadian officials during past one year. Out of them, 2 officers are currently in India, while 18 officers are present here with us today. Some of them will also share their experiences with us.
These trainings to Chadian friends were given in a variety of fields such as ‘Economy for Sustainable Governance; Environmental Management; Cyber Security; Methods of Crime Investigation; Executive Course on Data for Development; Budgeting, Accounting & Financial Management in Government Sector; Advanced Analytical Techniques, Basic Principles & Application For Quality Assessment Of Drugs & Pharmaceuticals; Agricultural Research; Teachers’ Training; English Profeciency; etc.
I would like to assure you that as part of Govt. of India’s commitment for capacity building assistance to Chad, any number of officials can avail short-term professional trainings in premier Indian institutes in their desired fields. The Embassy of India shall appreciate if timely nomination of the officers is done by the concerned authorities and Ministries in Chad.
