Address by Ambassador Dr. Hifzur Rahman to Chadian Students selected for ICCR Scholarship 2025

Excellencies: Secretary General from Ministry of Foreign Affairs, Secretary General from Ministry of Higher Education, Officers from different Ministries, Chadian students selected for the Government of India Scholarships,

Ladies and Gentlemen,

Good Evening, Asad Allah Masakum bekulle khair,

It is my pleasure to extend a very warm welcome to you all on behalf of the Embassy of India in N’Djamena.

Dear Students,

In few days you are travelling to India – a country that is one of the oldest living civilizations on earth, enjoying a continuous history of more than 5000 years. It is also a young nation, which achieved its independence in 1947 after a long and non-violent struggle for freedom. Today, India is the world’s most populous country with over 1.45 billion population, and more than 50% of its population is below the age of 30 years.

Over past 78 years of its independence, India has achieved remarkable progress to become the world’s 4th largest economy and its fastest growing major economy. As the “Pharmacy of the World”, India meets about 60% of the global demand for vaccines and 20% of the generic medicines. India has emerged as a global leader in the fields of Information Technology, Digital Payments, Renewable Energy, Healthcare, etc.

You might be aware of India’s achievements in the field of space - the soft landing of India’s “Chandrayan-3” spacecraft near the South Pole of the Moon and the placing of India’s “Aditya-L1” spacecraft into a halo orbit at a distance of 1.5 million km from the earth to observe the Sun. With these impressive achievements, the visionary leadership of India is now pursuing an ambitious goal to become a Developed Country by 2047.

As far the ‘Study in India’ is concerned, India has a strong network of over 1000 universities and 42,000 colleges across the country. The current education system is a blend of theoretical and practical, yet modern, that enables education at par with the global standards.

India is the land of discoveries and innovations. The competitive learning environment in Indian academic institutes encourages the students to think out-of-the-box and thrive in their academic journey.

India has a mix of rich cultures and heritages. In addition to attaining inclusive education, there is much to explore from rich traditions, multiple cuisines, and colourful festivals to various forms of music, art and dance. This way, India offers an immersive experience in both education and everyday life.

I avail this opportunity to extend my heartfelt congratulations to the students selected to pursue their higher studies in India under the scholarship scheme of the Indian Council for Cultural Relations. The ICCR was established in April 1950. Since its inception, the ICCR has been working on broad objectives of (i) establishing, reviving and strengthening cultural relations and mutual understandings between India and other countries; and (ii) promoting cultural exchanges and people-to-people contacts with other countries, particularly the newly emerging nations.

It is worth mentioning that number of scholarships for the Chadians for higher study programmes as well as for professional trainings in India is increasing significantly. During 2024, the Embassy of India had selected 25 students for higher studies and 20 officers for professional trainings.

This year (2025), 31 students have been selected for higher studies in India and a bigger number will be availing professional trainings. These students will be pursuing their Graduation, Masters and Ph.D. programmes in curcial subjects such as Agriculture, Biotechnology, Cyber Security, Civil Engineering, Electrical Engineering, Finance, Geology, Information Technology, International Business, Management, Pharmaceuticals, etc.

I would like to re-affirm here that Relations between our two countries - India and Libya- have always been cordial and friendly. Both our countries belong to Global South. India stands fully committed to Africa’s development, prosperity and progress.

In line with the ancient Indian philosophy of “Vasudhaiva Kutumbakam” (World is One Family), India stands ready to share its developmental experience and expertise, as per the needs and priorities of the Republic of Libya. I am confident that India-Libya partnership continues to strengthen in trade, development cooperation, capacity building and security.
